GitHub Actions

Use the GitHub twin for new GitHub and GitHub Actions Scenarios. It shares repository, workflow, job, log, and artifact state in one service. The legacy github_actions twin name uses the same Scenario seed contract. Put its configuration under seed_config.github_actions when replaying an existing environment with that name.
